Competition territorial scope clarifications
The built-up area and the unfolded built-up area of the assignment are determined on the basis of the future regulated plot of 17 615 sq.m, consistent with the currently procedured detailed development plan (DDP) and the public ownership in Borovets.
We can't find " the Spatial Development Act " Online so that we dont't know some rules. Where can I find it?
Regarding the Spatial Development Act - further, more detailed information about the Bulgarian legislation and the adaptation of the concept projects to it will be discussed with the winning project team for the purpose of the technical project. However please do not hesitate to ask specific questions in this regard when you have such.
What does it mean that " Minimum area of the property - 13m"? And is it "the minimum distance between buildings - 13m"?
This is a typing error. Please read "Minimum area of the property - 13m" as “Minimum front length of the property - 13m”.
Whether the task that the assignment of all mandatory parts of a working investment project (in compliance with Ordinance №4 of the Spatial Development Act – architecture; constructive; geodesy;heating, ventilation and air conditioning; water and sanitation;electrical,including low-voltage installations; technological; energy efficiency; park development and public works; organization and traffic safety; fire safety,fire alarmsystem) is our job?
No, please consider a competition task only the architectural part of the development – as described in the competition rules.
Is it allowed to demolish the existing buildings on the site (except for the classified buildings of course)?
As stated in the competition rules, the proposals must preserve buildings Nr.12, Nr.14, and Nr.57. The competition rules requires that the participants define the new zoned lands in regards to the above mentioned buildings - pages 21-22 from the competition rules. The requirements for those new areas are also as stated in the competition rules.
Is it absolutely mandatory for the submission language to be in Bulgarian or bilingual? Can’t it be just be in English? If it’s absolutely necessary to submit in 2 languages, can we have some extra time for the translation? and then also, can you please recommend us a good translator who has some at least some minimal knowledge in architecture?
The participants must use the provided bilingual document templates. These forms might be filled in Latin letters. The requirements for the texts at the graphic tables is to be in either English OR Bulgarian.
In the PV formula, what does the "t" stand for? The formula is not clear without this information.
This is a typing error in the English version of the competition rules, please ignore.
Can we receive topographic information on the site (eg, contour data) in order to understand the elevation difference across the site?
Please find provided additional excerpt from the territory planning of Borovets, which contains information about the surrounding elevation differences.
What is the minimum required A0 size boards for submission? Is it 4 or do we have to use all 6 boards?
Please consider the number of the required tables as “up to 6 tables”.
Can you explain whether underground parking is absolutely required? If so, how many spaces? The brief does not detail the need, it only gives design parameters.
The underground parking spaces is at the discretion of the participants. The technical project of the winning project will confirm the exact final number and configuration.
What does it mean "vertical planning up to 5,285 m2" in chapter 1.7. page10 ?
Please consider "vertical planning" as the transforming the landscape or its adaptation to the compositional purposes of the architecture, the organization of water drainage, the creation of retaining walls, terraces and stairs on the ground, embankments and trenches.
What does it mean "Necessary building distances from the property boundary – 3m. From the side property lines, 3 or 5 meters from the bottom of the property;" in page14 and "minimum distances of the existing building from the regulation lines - 3m from the side lines, 5m from the bottom line of the property;" in page21,22. What are the boundary distances allowed from the roads ?
Those are the allowed distances from the boundaries of the regulated areas. There is no distance required from the street front of those areas.
What are the boundary lines from the existing buildings (Building No: 65231.919.433.12
Building No: 65231.919.433.57) - For example If we design a 1m fence around building 12 and building 57 where do i make an offset boundary line?

In general we do not have the plot's outline in which the buildings are situated !

The competition rules requires that the participants define the new zoned lands in regards to the above mentioned buildings and building 65231.919.433.14 - pages 21-22 from the competition rules. The requirements for those new areas are as stated in the competition rules. The requirements for the distances in those new areas are as required in the same document - "minimum distances of the existing building from the regulation lines - 3m from the side lines, 5m from the bottom line of the property", page 21-22.
Minimum area of zoned land - 400 sq m ....(p14 Scope of the Competition)
What is zoned land referring to?
This is a requirement for any new zone land.
The competition rules refers to two properties (No. 433 and No. 354), which have a total area of 23,000m2, of the plan (DWG), however, the competition scope is 20,042m2. Also on the website you are talking about a future 17.615m2 zoned land. Please clarify.
Should the budget of the project proposal include all parts of the investment design (architecture, constructions, MEP, etc.) or just the architectural part?
The graphical part of the proposal should include the architectural conceptual design, but the project budget should include all parts of the investment development.
Does the outdoor facilities and infrastructures such as ice rinks, rope climbing facilities, playgrounds, recreation areas, etc. are included in the unfolded build-up area?
My question is about the accommodation studios (page 23 of the Brief): What do you mean "up to 3 studios for accommodation"? VIP zone for what? Only studios or maybe a hotel part?
It is meant accommodation for VIP guests of the Municipality of Samokov / Borovets. The three studios and their lounge area should have at least one independent entrance as a group. It can be designed as a hotel-type accommodation.
Is there any program for the strip between the Competition Scope and the current street on the side of Rila & Samokov hotels? Will it be part of the street? Is there a specified street width and sidewalk?
The sidewalk and the contact areas are out of the Competition scope and they will not be evaluated. However, the Contracting Authority welcomes proposals for those areas.
What is the width of the planned sidewalks along the Competition scope and are they included in it? If yes, should we design them?
Pay attention to the indicated street regulation. The rest is a matter of your proposed design concept.
What is the actual function of the two villas of cultural heritage - residential, temporary accommodation or another? Are they open to a wide audience? Who are their owners?
Could we include the two villas of cultural heritage in our design concept and to give them public function? Can you provide some plans and facades or at least more photos?
Both vilas are privet and they are not included in the Competition scope. You can find more information about them i Anex 3, Anex 4, Anex 5 and Anex 6.
Does the unfolded built-up area of the immovable cultural heritage vilas is included in the total built-up area
No.
Are the izolines at every meter height?
Izolines are labeled. Please follow the labeled values.
For easier budget calculations could you provide us geotechnical studies? What is the soil composition, what kind of foundations should be used ect.? What is the groundwater level?
The soil composition is indicated in the Brief - light brown and dark brown forest soils. This is the currently available information.
I have only Master Degree. Can I participate?
No.
Can I submit my project digitally only?
Yes, submission may be either physically OR digitally, no need to submit physically.
Could you, please, clarify what is the desirable built-up and total built-up area of the site, scope of the competition?
You have specified the maximum built-up area as 5285 sq m and the maximum unfolded built-up area as 22,019 sq m, but does that mean the areas should come close to those parameters (80% - 100%) or does it mean they can be anything from 30 -100% depending on the participants' concept?
The brief states:"The total value for realisation of the investment intention is envisaged to be up to BGN 60million excluding VAT, upon realisation of maximum permissible:" Does this mean that if the maximum built-up area is not realised, the value of the project should be less than 60 million?
Is it possible the planned stages of the investment project to be presented on panel 3, where clearly the different functions will be explained? (on page 96 in the Brief: "Indicate clearly the scope by area, functions and value of the planned stages of the investment project.")

Yes, but the panel should explain firstly the functional scheme of the project.
About the architectural proposal - is it possible to add documents in scale on the discretion of the participants?
Yes, the documents could be in scale at the discretion of the participants.
About the landscape proposal - is the second situational plan mandatory in 1/500? We already have one in panel 2 in which we will integrate the landscape proposal?
Not required. Please present the landscape proposal at your discretion.
Is it possible to present the landscape proposal in scale on the discretion of the participants?
Yes, the documents could be in scale at the discretion of the participants.
Is an identification number need to be added on the panels?
No, the panels should not contain an identification number, as well as any information that violates your anonymity.
Why is the marked area for the premises and subject of the competition (Competition_Scope in the Annex 2-Info Base, the cadastral map) spaced about 7 meters from the Golden Triangle plot delimitation? Can we consider the distance between the area of the competition and the Golden Triangle plot as area subjected to design process.
‘[…] to come up with complex proposals that includes both levels of design concept’ (page 20). What do you mean by ‘both levels’? Which levels?
It is meant the both project level. "The inseparable connection between the development (the urban level) and design concepts (design level)" (page 20)
What do you mean by ‘development indicators’ (page 20)
It is meant "construction parameters" (see page 14) from the Brief.
What are the intervention possibilities outside of the area marked for the premises and subject of the competition (Competition_Scope in the Annex 2-Info Base, the cadastral map)? For example, is it allowed to add parking spaces outside the Golden Triangle or other interventions not included in the marked area of Golden Triangle?
All requirements described in the Brief must be executed within the Competition scope. Outside the scope, you can propose interventions at your discretion compliant with your design concept.
In the Annex 2-Info base (cadastral map) there are some buildings (65231.919.433.22; 65231.919.433.63; 65231.919.433.64) that are marked as buildings to preserve, but they are not mentioned in the brief as buildings to preserve. Is it allowed to demolish them?
Is it allowed to redesign the landscape of the Immovable cultural heritage buildings and the Administrative Building of Borosport JSC zoned lands? Is it allowed to change function to these three preserved buildings (65231.919.433.12; 65231.919.433.14; 65231.919.433.57)?
Would you please specify the meaning of the "3D visualization(s)" as required on Panel 1?
Does the visualization necessarily mean a computer produced rendering, or it can also also be a free hand drawing even based on a perspective constructed by a computer program?
The required "3D visualization(s)" on Panel 1 should be illustrative material(s) that explains the project as much as possible.
In the competition scope there are three buildings (Nr.12, Nr.14, Nr.57) that will be preserved. Is there a specific program for them? Is their unfolded build-up area included in the total unfolded build-up area?
The participants are required to create individual plots for buildings 12,14 and 57. It's not required to present a specific program for them. The quoted private buildings already have a functional program - two cultural monuments and a commercial building.
